The speed of a sound wave is relative to the medium it is traveling through, not the observer. Therefore, the speed of the wave itself does not change because the observer is moving.

In the classical Doppler effect, the speed of sound, often denoted as 1v, is a constant property of the medium (like air) at a given temperature and pressure.
